Why Partner with Emerald Creek LLC?

Regulatory Peace of Mind

Navigating ever-changing drinking water requirements can be a full-time challenge. We assume the regulatory burden so your community doesn't have to, ensuring your Group A or Group B system stays in continuous compliance with state health standards.

Local Expertise

We specialize in serving small-town and rural infrastructure. We understand the specific geographic, economic, and technical challenges unique to rural utility systems, delivering practical solutions rather than a one-size-fits-all approach.

A Long-Term Partner

We view our SMA role as a true partnership. By strengthening your system’s technical and financial capacity, we protect the communities water resource for generations to come.

Washington State Guidelines

What is an SMA?

A Satellite Management Agency (SMA) is an entity approved by the Washington State Department of Health to own, manage, and operate public water systems.

Do I Need One?

Washington state law requires that all public water systems (both Group A and Group B) approved on or after July 23, 1995, be owned or operated by a Department of Health-approved SMA in perpetuity (unless an SMA is unavailable in your area).

Core Services an SMA Provides

Contracting with an SMA ensures your system remains compliant while providing the following benefits:

  • Compliance Management: Abiding by all rules governing Group A and Group B drinking water systems.

  • Water Safety: Ensuring drinking water meets all health and safety standards.

  • Capacity Building: Enhancing the technical, managerial, and financial viability of your utility.

  • Asset Management: Overseeing finances, investments, and long-term water system planning.
