Washington State Guidelines
What is an SMA?
A Satellite Management Agency (SMA) is an entity approved by the Washington State Department of Health to own, manage, and operate public water systems.
RCW 70.125.060—Public Water Systems, Conditions for approval or creation of new public water system.
Do I Need One?
Washington state law requires that all public water systems (both Group A and Group B) approved on or after July 23, 1995, be owned or operated by a Department of Health-approved SMA in perpetuity (unless an SMA is unavailable in your area).
